Position Overview:

The Grants Project Manager will manage a contract to administer competitive Discretionary Grant Review and Non-Competing Continuation Process of the Family and Youth Services Bureau (FYSB) in the Administration on Children, Youth and Families (ACYF), an office within the Administration for Children and Families (ACF),.

Responsibilities:

  • Manage a team of 10 – 20 staff.
  • Provide project management oversight to project panels.
  • Oversee the Notice of Funding (NOFO) Review Process where each review cycle requires several pre-review planning meetings between the Contractor, the Contracting Officer Representative (COR), Program Office Lead (POL), and Review Directors (RDs) identified within each of FYSB’s programs.
  • Integrate several simultaneous NOFO review activities for projected panels.
  • Provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, grantees, review panels, applicants, recipients, and sub-recipients.
  • Prepare and track grants through review and funding process.
  • Monitor timeliness, receipt and accuracy of grant applications, financial reporting documents and financial draw downs.
  • Manage and oversee grant applications: (1) fully remote reviews, and (2) hybrid reviews grant applications

Qualifications:

  • Experience managing similar sized projects consisting of dozens of panels.
  • Demonstrated interest in social science and human services; social science research communication.
  • 3+ years’ experience related to federal discretionary grants management, non-profit or for-profit financial management, and/or regulatory compliance monitoring and oversight.
  • 1+ year knowledge and experience with the administration of discretionary grants is required; with a preference (not requirement) for Administration for Children, Youth and
  • Families (ACYF), Family and Youth Services Bureau (FYSB), or Administration for Children and Families (ACF) grants management
  • Grants management lifecycle experience
  • 5 plus years related experience
  • U.S. Citizenship required
