Job Description

Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland

SNAP is pursuing a contract with the U.S. Census Bureau to provide an experienced Sr. Certified Project Manager. The preferred candidate will possess Census Bureau experience, excellent people and leadership skills, and great communication and presentation skills. This position will lead and will serve as a mentor for a team of Project Managers on a large program supported by more than 100 full-time employees.

The selected candidate will perform the following duties (this is not a comprehensive list of all duties to be performed):

  • System and Software Development: Manage and execute project-level development activities for implementing front-end and back-end solutions to include application development, database configurations, and technical integration services for DITD systems

  • Business and Solution Architecture and Modeling: Perform business and solution architecture activities to appropriately design and model requirements in alignment with the enterprise architecture that meet project functional and performance DITD goals.

  • Project Operations and Maintenance: Provide support to application and commercial off-the-shelf software and hardware to ensure availability, appropriate usage, and operations of DITD equipment and systems

  • Project IT Security: Ascertain systems, data, processes adherence to all IT security aspects including standards, policies, and compliance in coordination with DITD IT needs; support continuous monitoring effort on application development and operations of DITD initiatives and projects

  • Quality Management: Perform activities for implementing quality management strategy to entail quality planning, quality assurance, and quality control across DITD systems

  • Program and IT Project Management: Oversee, manage, coordinate, and direct software, systems, and integration activities in support of DITD’s mission

  • Knowledge Transfer: Perform knowledge transfer services including management materials,
    software tools via training, written documentation, and oral communication between project stakeholders to include DITD Government and Contractor staff.

Qualifications

Technical Qualifications/Requirements

Qualified candidates should have:

  • Bachelor’s degree and 5 or more years of experience working as a project manager with complex, large-scale inter-related IT Projects.

  • Knowledge and experience:

  • Providing strategic and management support for large and complex mission-critical government systems development projects.

  • Managing schedules using Census Bureau’s standard approved tools.

  • Creating business process models analytical models using Oracle Business Process Modeling (BPM) and Visio programs.

  • Managing requirements engineering efforts using Hewlett Packard Application Lifecycle
    Management (HP ALM) Tool.

  • Developing solutions using Microsoft SharePoint.

  • The Open Group Architecture Framework (TOGAF).

  • Business Analysis Body of knowledge (BABOK).

  • Developing solutions using Census Bureau standard approved tools.

  • Project Management Institute (PMI) / Project Management Professional (PMP) certification.

  • Prior US Census experience

  • Excellent communication and presentation skills.

  • Contract Length *upon contract award*: 6 years (1 year plus 5 option years)
